The oldest layer is on the bottom and the youngest layer is on the top. Sedimentary rock is formed by compaction, cementation of sediments. The lowest layer was deposited first, and then sediment gets deposited on top. But sometimes it's kind of hard to tell the ages, when you have magma rise and cool, forming igneous rock in unique vertical or diagonal formations.
